Reinstalling Windows has traditionally meant creating a bootable USB drive, downloading an ISO, or relying on a recovery partition that may itself be damaged.
Microsoft is now working on a simpler approach.
Cloud Rebuild is a new Windows 11 recovery feature that can download a fresh Windows installation image and the required hardware drivers directly from Microsoft’s servers. The process runs from the Windows Recovery Environment (WinRE), so you don’t need a USB installer or another PC to create installation media.
The feature is currently available as a preview for Windows 11 version 26H2 and is particularly interesting for recovering systems affected by severe corruption, failed software changes or other problems that make the existing Windows installation unreliable.
However, there is an important warning: Cloud Rebuild performs a complete system reinstall and removes locally stored data.
Here’s everything you need to know before using it.
What Is Windows 11 Cloud Rebuild?
Cloud Rebuild is a recovery option built into the Windows Recovery Environment that allows Windows 11 to be completely reinstalled using files downloaded from Windows Update.
Instead of depending on installation files stored on the PC, the recovery environment connects to Microsoft’s infrastructure and obtains a fresh Windows image along with compatible hardware drivers.
Once the process starts, Windows prepares the system drive, installs the downloaded operating system and restarts the PC into the Out-of-Box Experience (OOBE).
In other words, the computer ends up in a state similar to a clean Windows installation.
The major difference is that you don’t have to boot from a USB flash drive.
Cloud Rebuild vs. Reset This PC
Windows 11 already provides a Reset this PC feature with both local and cloud recovery options.
Cloud Rebuild is designed to go further by obtaining not only a fresh Windows installation but also the necessary device drivers through Windows Update.
That can be particularly useful when the existing Windows installation or recovery files are corrupted.
| Feature | Reset This PC | Cloud Rebuild |
|---|---|---|
| Reinstalls Windows | Yes | Yes |
| Cloud download | Yes | Yes |
| Uses Windows Recovery Environment | Yes | Yes |
| Downloads compatible hardware drivers | Not the primary focus | Yes |
| USB required | No | No |
| Recovery partition required | Depends on configuration | No |
| Removes local applications | Depending on reset choice | Yes |
| Removes local files | Depending on reset choice | Yes |
| Designed for clean recovery | Yes | Yes |
Cloud Rebuild is therefore closer to performing a clean installation from fresh Microsoft-provided files without having to create external installation media.
What You Need Before Using Cloud Rebuild
Because the process happens entirely through WinRE, the PC needs to meet several requirements.
Before starting, make sure:
- Windows 11 is installed on supported hardware.
- Windows Recovery Environment (WinRE) is enabled.
- The PC can access the internet from WinRE.
- Ethernet or supported WPA2 Personal Wi-Fi is available.
- Compatible network drivers are present in WinRE.
- The computer is connected to reliable power.
The networking requirement is particularly important.
If WinRE cannot connect to the internet, Cloud Rebuild cannot download the Windows image and drivers it needs.
Microsoft also relies on device manufacturers to provide the appropriate network drivers for the recovery environment.
Cloud Rebuild Erases Your Local Data
This is the most important thing to understand before clicking Install.
Cloud Rebuild is not simply a repair operation.
The process removes data from the Windows system installation, including:
- User accounts
- Installed applications
- Locally stored personal files
- Windows settings
- System configurations
- Other data stored on the system drive
For that reason, you should treat Cloud Rebuild as a clean Windows installation.
Before starting, create a backup of anything you cannot afford to lose.
Files already synchronized with cloud services such as OneDrive can be restored after signing back into your account, but you should never assume that every local file has been synchronized.
How to Reinstall Windows 11 With Cloud Rebuild
If your PC meets the requirements and you’ve backed up your important data, you can start the recovery process from Windows 11.
Step 1: Open Windows Settings
Open Settings from the Start menu.
Step 2: Go to Recovery
Select:
System → Recovery
Step 3: Open Advanced Startup
Under Recovery options, find Advanced startup and click:
Restart now

Windows will warn you that the computer will restart.
Confirm the restart.
Note: Microsoft indicates that the Advanced Startup option isn’t available when accessing Windows through a Remote Desktop Connection.
Step 4: Open the Recovery Menu
After the PC restarts into WinRE, select:
Troubleshoot
Step 5: Select Cloud Rebuild
Choose:
Cloud Rebuild

The recovery environment will begin preparing the cloud-based reinstall process.
Step 6: Choose How to Handle Your Data
Depending on your version of Windows 11, you may see options such as:
- Remove files
- Remove & sanitize files
Choose Remove files if you’re keeping the PC.

Use Remove & sanitize files when preparing the computer to be returned, recycled or assigned to someone else.
The sanitization option is available in newer preview builds, including builds beginning with 26340.9502 in the Experimental channel.
Step 7: Verify the Windows Installation
Cloud Rebuild will display information about the Windows installation it is preparing.
Check the:
- Windows edition
- Language
- Version
- Target build
If everything is correct, select Continue.

Step 8: Start the Rebuild
Review the warning explaining that the process will reinstall Windows and remove data.
When you’re ready, select:
Install

The computer will then begin downloading and installing Windows.
Step 9: Complete Windows Setup
After the installation finishes, Windows will start the Out-of-Box Experience.
You’ll need to configure the PC again, including your account, privacy options and other initial settings.
Once setup is complete, you’ll have a fresh Windows 11 installation.
How Cloud Rebuild Works
Cloud Rebuild starts inside Windows Recovery Environment, rather than the normal Windows desktop.
After you select the feature, WinRE establishes an internet connection and contacts Windows Update.
Microsoft’s infrastructure determines the appropriate Windows edition, language and target build for the device.
The recovery process then downloads:
- The Windows 11 installation files
- Compatible hardware drivers
- Other required recovery components
Windows subsequently prepares the system drive, installs the operating system and restarts the computer.
The final reboot takes you to the same initial setup experience you’d normally see on a freshly installed Windows PC.
The computer may restart several times during the process.
Do not manually power off the PC while Cloud Rebuild is downloading, preparing or installing Windows.
Keeping the computer connected to AC power is strongly recommended.
Can Administrators Run Cloud Rebuild Remotely?
Cloud Rebuild isn’t limited to manually starting the process from the recovery interface.
Microsoft is also adding management capabilities for administrators.
Local administrators can initiate a rebuild through command-line tools, while newer preview builds add remote management capabilities through the Recovery CSP.
This allows organizations to configure and initiate Cloud Rebuild remotely and, depending on the configuration, target either the currently installed build or a specific Windows build.
That’s particularly relevant for businesses managing large numbers of Windows 11 PCs.
Instead of sending a technician to create installation media for every problematic computer, administrators could eventually use Microsoft’s recovery infrastructure to rebuild compatible systems remotely.
Common Windows 11 Cloud Rebuild Errors
Because Cloud Rebuild depends on internet connectivity, WinRE and compatible drivers, certain errors can prevent the process from starting.
Error 0x800704C6
This error generally indicates that the recovery environment cannot communicate with Windows Update.
Possible causes include:
- No internet connection
- Unsupported Wi-Fi authentication
- Disconnected Ethernet
- Missing network drivers in WinRE
At the current preview stage, WinRE supports Ethernet and WPA2 Personal wireless networks for this recovery process.
If your network isn’t available inside WinRE, Cloud Rebuild won’t be able to download the required files.
Error 0xC1900200
This error can indicate that the computer doesn’t satisfy Windows 11 requirements.
It can also occur when required hardware drivers aren’t available through Windows Update.
One particularly common cause is TPM being disabled.
If TPM is enabled and the error continues, the problem could be related to missing drivers that the PC manufacturer hasn’t made available through Windows Update.
Cloud Rebuild vs. USB Installation
Cloud Rebuild doesn’t completely replace traditional Windows installation media.
A USB installer remains useful when:
- The PC cannot connect to the internet.
- WinRE is damaged or unavailable.
- Required network drivers aren’t available.
- You need to install Windows on a completely blank drive.
- You want more control over the installation process.
- Cloud Rebuild fails.
A bootable USB drive is also a valuable emergency recovery tool because it doesn’t depend on the existing Windows installation.
Cloud Rebuild’s advantage is convenience.
If WinRE works and the PC has a supported internet connection, you can potentially perform a clean Windows installation without downloading an ISO on another computer or creating a bootable flash drive.
Is Cloud Rebuild Better Than Reset This PC?
Cloud Rebuild isn’t necessarily a replacement for every existing recovery method.
Its main advantage is that it provides a fresh reinstall path from within WinRE while obtaining Windows and compatible drivers from Microsoft’s update infrastructure.
That makes it particularly interesting when you’re dealing with a badly damaged Windows installation.
For less serious problems, however, traditional Windows repair tools or Reset this PC may be sufficient.
The important distinction is that Cloud Rebuild should be viewed as a full recovery option, not as a quick troubleshooting feature.
Conclusion
Windows 11 Cloud Rebuild could eventually make one of the most frustrating Windows maintenance tasks considerably easier.
Instead of searching for another computer, downloading an ISO and creating a bootable USB drive, supported PCs can use WinRE to download a fresh Windows installation and the required hardware drivers directly from Microsoft.
That’s especially useful when the existing Windows installation is severely corrupted but the recovery environment and internet connection are still functional.
There are limitations. Cloud Rebuild currently depends on WinRE, compatible networking and drivers available through Windows Update. It also completely removes local applications, accounts, settings and files, so a proper backup is essential.
For situations where those requirements cannot be met, a traditional Windows 11 USB installer remains an important fallback.
But if Microsoft delivers Cloud Rebuild as a stable feature for general availability, it could become one of the simplest ways to perform a clean Windows 11 reinstall without a USB drive.
